Questions
What does flattening do?
It turns interactive parts of a PDF (form fields, comments, highlights, stamps) into ordinary page content. The file looks the same, but nothing can be edited or removed with a click any more.
Why flatten a filled-in form?
So the answers can't be changed after you send it, and so it looks the same in every PDF reader, including ones that handle forms poorly.
Some annotations stayed. Why?
Flattening uses each annotation's saved appearance. A few apps save comments without one; those are left as they are, and the tool tells you how many.
Are my files uploaded anywhere?
No. The tool runs as code in your browser tab and processes the file on your own device. Nothing is sent to a server, and the site's security policy blocks the page from sending data to any other website. You can check: open your browser's developer tools, watch the Network tab while the tool runs, and you'll see no upload.
